Perché l'accesso a internet dovrebbe essere considerato un diritto fondamentale? Tutti ricordiamo la foto scattata a Tank Man, il ragazzo che il 5 giugno 1989 si parò davanti ai carri armati del Governo cinese divenendo il simbolo della manifestazione degli studenti di Piazza Tienanmen, in Cina. La protesta – che pure è considerata un evento storico importante – non ha cambiato il corso della storia in Cina, né ha dato vita a veri e propri moti rivoluzionari. Il fatto è che, nel 1989, Google, Youtube, Facebook e Twitter non esistevano. Ventuno anni dopo, tutt'altro destino hanno avuto le immagini del gesto di Mohammed Bouazizi, il giovane ambulante tunisino che il 17 dicembre 2010 si è dato fuoco a Sidi Bouzid, in un estremo gesto di protesta contro le condizioni economiche e politiche del suo Paese. Nello spazio di pochi minuti le immagini sono state pubblicate su Facebook, Twitter e Youtube e sono rimbalzate in tutto il mondo divenendo, di fatto, la miccia di quella che è poi passata alla storia come la 'primavera araba'. Partendo da casi concreti e da episodi di vita vissuta, comprendiamo perché il libero accesso alla Rete sia da considerare un diritto 'fondamentale', e quanto esso possa cambiare la vita di un uomo ma anche il corso della storia politica, culturale ed economica di un Paese. Informatization is playing an increasingly important role in democratic politics. For some time already, various applications of Information and Communication Technologies (ICT) are, more or less successfully, used by politicians, representative bodies, political parties and citizens. It is, however, reasonable to believe that informatizaton will be of paramount interest for existing actors and institutions that are involved in public decision-making in a democracy. Many projects that share a common feature have been set up: their ambition to renew democratic decision-making structures and practises with the help of ICT. Most of these projects can be found at the level of local and/or regional government.
