This publication sets out the core competences needed by teachers to put democratic citizenship and human rights into practice in the classroom, throughout the school and in the wider community. It is intended for all teachers, not only specialists but teachers in all subject areas, and teacher educators working in higher-education institutions or other settings, both in pre- and in-service training. Some 15 competences are presented and grouped into four clusters. Each cluster of competences corresponds to one chapter, within which the competences are described in detail and exemplified. The reader will find progression grids and suggested developmental activities for each competence: these grids, featuring focusing, developing, established and advanced practice, aim to help teachers and teacher educators determine the level to which their professional practice corresponds, and thus identify specific and practical improvements upon which they can focus.

The book charts the historical development of a Europe-wide education policy, and examines how that policy has sought to address such issues as European citizenship, human rights and bilingual schooling. Taking as examples the intended future extension of the European Schools and the European Baccalaureate, and a case study of work towards the first British European Academy or Free School at Culham, UK, the book critically explores the interplay of EU action programmes, policy and rhetoric on secondary education. In the final section, the editors draw on the insights of the previous chapters to outline an achievable programme for the future development of education policy structures and practice in schools for Europe.

Diversity has become a key term in contemporary social politics, and is often used as both a description of complex social realities and a normative prescription for how those realities should be valued, influenced by the politics of multiculturalism and by social movements asserting "the right to be different" diversity has emerged as an open, fluid discourse that challenges reductive visions of legitimate identities and human possibilities. It is this apparent acceptance of diversity as a fact and value that this book looks at in several ways, it offers a countervailing assessment of diversity, seeing it less as a unifying social imaginary and more as a cost-free form of politics attuned to the needs of late capitalist, consumer societies. The essays collected here are developed from a research seminar entitled "Diversity, Human Rights and Participation" organised by the Partnership on Youth between the Council of Europe and the European Commission. The studies gathered here are embedded in 10 different national contexts. They track dimensions of 'diversity' in education, social services, jurisprudence, parliamentary proceedings and employment initiatives, and assess their significances for the social actors who must negotiate these frameworks in their daily experience.
