This is a probing analysis of the crisis in Bosnia and the dilemmas surrounding international efforts to resolve it. The authors analyze the causes and conduct of the war; why, for more than three years, international efforts to resolve the conflict in Bosnia failed; and why one such effort finally succeeded in late 1995. They review the provisions of the Dayton accord and ask whether subsequent experience supports the hope that the accord will lead to long-term peace in Bosnia.

In 1992 David Owen was appointed the EU Co-Chairman of the International Conference on the Former Yugoslavia, working alongside the UN's Co-Chairman, Cyrus Vance. The papers collected here provide fascinating primary source material and an insider's account of the intense international political activity at that time, which culminated in the Vance-Owen Peace Plan (VOPP). At a time when the international community is looking again at whether and how the Dayton Accords and the 1995 division into two entities should be adjusted in Bosnia-Herzegovina, Owen highlights elements of the VOPP which are of continuing relevance and which can guide political debate and decisions in 2012 and thereafter. Sadly, Bosnia-Herzegovina is still deeply divided, a direct consequence of not imposing the VOPP. The book reminds the international community and the people of Bosnia-Herzegovina that a unified structure for their country is still achievable.

On 14th September 1996, against the background of the Dayton agreement, six different elections took place in Bosnia-Herzegovina. This book covers in detail what was observed on the ground by 900 international observers: the voting process and the count of votes. Did the Polling Station Committee act impartially and competently? What representatives of parties or candidates were observing the elections? In which aspects do the regions in the entities Republica Srpska and the Federation Bosnia-Herzegovina differ? Did observers report specific problems in municipalities split by the Inter Entity Boundary Line? The book contributes to a clear understanding of the political climate, the role of the OSCE, and whether the elections were conducted properly. It should be of interest to students, scholars and others working in observation and analysis of elections, the political situation in Bosnia-Herzegovina, ethnic conflicts, and the role of international organisations in democratisation and peace processes.

The Operations Evaluation Department (OED) is an independent unit within the World Bank, assessing what works and what does not; how a borrower plans to run and maintain a project; and the lasting contribution of the Bank to a country's overall development. The goals of evaluation are to learn from experience; to provide an objective basis for assessing the results of the Bank's work, and to provide accountability in the achievement of its objectives. It also improves Bank work by identifying and disseminating the lessons learned from experience.

This book examines the historical, cultural and political dimensions of the crisis in Bosnia and the international efforts to resolve it. It provides a detailed analysis of international proposals to end the fighting, from the Vance-Owen plan to the Dayton Accord, with special attention to the national and international politics that shaped them. It analyzes the motivations and actions of the warring parties, neighbouring states and international actors including the United States, the United Nations, the European powers, and others involved in the war and the diplomacy surrounding it. With guides to sources and documentation, abundant tabular data and over 30 maps, this should be a definitive volume on the most vexing conflict of the post-Soviet period.

Mitja Velikonja has written a comprehensive survey that examines how religion has interacted with other aspects of Bosnia-Herzegovina's history. Velikonja sees the former Ottoman borderland as a distinct cultural and religious entity where three major faiths -- Islam, Catholicism, and Orthodoxy -- managed to coexist in relative peace. It is only during the past century that competing nationalisms have led to persecution, ethnic cleansing, and mass murder. Emphasizing the importance of religion to nationalism as a symbol of collective identity that strengthens national identity, Velikonja notes that religious groups have a tendency to become isolated from one another. He believes Bosnia-Herzegovina was unique in its sarlikost, or diversity, because while religion defined ethnic communities there and kept them separate, it did not create a culture of intolerance. Rather than suppressing one another, the region's ethno-religious groups learned to cooperate and mediate their differences -- useful behavior in an area that served as buffer between East and West for most of its history. Velikonja believes that Bosnians went beyond tolerance to embrace synthetic, eclectic religious norms, with each religious group often borrowing customs and rituals from its rivals. Rather than the extreme orthodoxy evident elsewhere in Europe, Bosnia became the home of heterodoxy. Sadly, nationalism changed all that, and the area became the scene of systematic persecution, forced conversion, and mass slaughter. Velikonja considers the misfortunes suffered by the Bosnians during the 1990s as largely the result of actions by their neighbors and local militants and inaction by the international community. But he also sees the tragedy that unfolded as the result of the exploitation of ethno-religious differences and myths by Serbian chauvinists and Croatian nationalists. Despite the tragedy that overwhelmed Bosnia-Herzegovina

The Dayton Accords ended the war in Bosnia-Herzegovina in 1995. The 10th anniversary gives reason to investigate the post-war period, today's realities and future perspectives. Bosnian authors and international experts express their views on recent developments. Insiders and outsiders, working in the conflict and on its transformation, have been invited to tackle the questions: Which conflict lines mark the present society? Did peacebuilding activities address the underlying causes? What are obstacles for conflict transformation? What are the potentials and limits of international support? What does "civil society" mean in Bosnia and how is it related to statebuilding and democratisation? How can people constructively deal with the past in order to design the future in the region of former Yugoslavia? The book gives an overview on an important research focus of the Berghof Research Center, highlighting the work of its most important cooperation partners.
