Drawing on unique access to prominent policy makers including ministers, senior civil servants, local authority directors, and the leaders of children’s sector NGOs, Purcell re-examines two decades of children’s services reform under both Labour and Conservative-led governments. By closely examining the origins of Labour’s Every Child Matters programme, the Munro Review, and more recent Conservative reforms affecting child and family social workers, the impact of high profile child abuse cases, including Victoria Climbié and Baby P, are reassessed and the party-political drivers of successive waves of reform are revealed.

This monograph is intended to encourage policy formation and appropriate interventions for young children with emotional/behavioral disorders (E/BD). After an introductory chapter, the second chapter analyzes policy within the areas of both behavioral disorders and early intervention, including existing labels and eligibility criteria, reluctance to deal with the category of "serious emotional disturbance," the movement toward increased inclusion and diversity, the status of the medical model, and curriculum advancements. The third chapter discusses current assessment and intervention strategies and trends, including prevention and early intervention, family-centered practices, specialized personnel, and differentiated interventions. The fourth chapter presents a model technical assistance program which stresses the importance of home-school-community collaborative planning efforts. It also identifies trends in intervention approaches including classroom-based intervention, parent training and family-based programs, technical assistance teams, and the design of proactive interventions. A concluding chapter stresses the importance of expanding and developing research and model programs which are effective in identifying young children with E/BD and preventing and/or ameliorating further behavioral disabilities. This book represents the contributions of prominent researchers, teacher educators, policy makers, teachers, and parents on current and emerging issues facing the field of special education, and their critical thinking on how to ensure that students with disabilities receive free appropriate education in the least restrictive environment. The authors present divergent perspectives on the issues and concerns, including: (a) the emergence of more constructivistic instruction approaches that focus increasingly on higher order thinking; (b) new organization structures for administering schools; (c) standards-based reform and the use of high stakes testing for evaluating students; (d) the changing population and the increasingly diverse demographics of the students served in the public schools; (e) the onset of the information age and the increasingly visible role of technology in the schools and the workplace; (f) concerns about student discipline and violence in schools; (g) the continuing shortage of qualified and certified special education teachers, and (h) trends in higher education focused on the reform of teacher education such as changing standards for knowledge and skills, preparing teachers for changing roles as mentors, and changes in the teacher education process that may have precipitated or influenced issues in the field. For special education providers such as parents and teachers and for anyone interested in the field of special education.

"Providing services to families of children with special needs who are at risk for or demonstrating developmental delays is at the core of effective early intervention. Practical Strategies for Family-centered Early Intervention provides a basic philosophical grounding that addresses a family-centered approach to service delivery; a view of the family as the unit of service delivery, recognizing its strengths, values, and lifestyle, responding to its priorities, and individualizing services; and a detailed exploration into the principles and rationale of the family-centered approach to early intervention and application of these principles to service delivery." "A valuable and useful guide for exploration and transition in this important area, this book reflects, in a down-to-earth format, the need for embracing the family in the directed development of the disabled child."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc.
