In long term, it is possible that online education and learning method can let many poor students have chance to study in order to cause the graduated student number increases to solve the graduate shortage supply challenge to societies in the long term online education development.The theoretical basis of online education on online graduated number growth is rooted in the endogenous growth theory. Endogenous growth economists believe that improvements in online education productivity can be linked to a faster pace of innovation and extra investment in online teacher human capital. Teaching and Learning at a Distance is written for introductory distance education courses for preservice or inservice teachers, and for training programs that discuss teaching distant learners or managing distance education systems. This text provides readers with the basic information needed to be knowledgeable distance educators and leaders of distance education programs. The teacher or trainer who uses this book will be able to distinguish between appropriate uses of distance education. In this text we take the following themes: The first theme is the definition of distance education. Before we started writing the first edition of Teaching and Learning at a Distance we carefully reviewed the literature to determine the definition that would be at the foundation of our writing. This definition is based on the work of Desmond Keegan, but is unique to this book. This definition of distance education has been adopted by the Association for Educational Communications and Technology and by the Encyclopedia Britannica. The second theme of the book was the importance of research to the development of the contents of the book. The best practices presented in Teaching and Learning at a Distance are validated by scientific evidence. Certainly there are “rules of thumb”, but we have always attempted to only include recommendations that can be supported by research. The third theme of Teaching and Learning at a distance is derived from Richard Clark’s famous quote published in the Review of Educational Research that states that media are mere vehicles that do not directly influence achievement. Clark’s controversial work is discussed in the book, but is also fundamental to the book’s advocacy for distance education – in other words, we authors did not make the claim that education delivered at a distance was inherently better than other ways people learn. Distance delivered instruction is not a “magical” approach that makes learners achieve more. The fourth theme of the book is equivalency theory. Here we presented the concept that instruction should be provided to learners that is equivalent rather than identical to what might be delivered in a traditional environment. Equivalency theory helps the instructional designer approach the development of instruction for each learner without attempting to duplicate what happens in a face to face classroom. The final theme for Teaching and Learning at a Distance is the idea that the book should be comprehensive – that it should cover as much of the various ways instruction is made available to distant learners as is possible. It should be a single source of information about the field.

The purpose of this book is to document sample lessons based on our What Works in Distance Learning: Guidelines (O'Neil, 2005). The intent is to provide an instantiation of our various distance learning guidelines. An overarching goal of our research was to create a robust and clear set of design guidelines and example lessons to support the next generation of distance learning systems. Each lesson in this book constitutes a case (Mayer, 2005) or partially worked example (Kalyuga, Chandler, Touvinen, & Sweller, 2001). A case is a description of a realistic problem scenario that is relevant to a particular profession or field of study (e.g., a case may be a distance learning lesson showing various instructors trying to design a lesson on a particular topic). A common topic could be, for example, how car brakes work, a surgery procedure, or electronics troubleshooting procedures (Mayer, 2003, 2005). In this book, the case format was useful for the guidelines developed for multimedia strategies, instructional strategies, and assessment strategies. A different format was used for the learning strategies, selfregulation strategies, and management strategies guidelines. The basic methodology in developing the guidelines for distance learning consisted of a research synthesis, conducted by experts, using analytical methods, on what is known about what works in distance learning. Research in the literature was reviewed for design flaws, and only studies with robust designs were included. Also, we included only those entries for which research evidence and expert opinion were stable and consistent. Furthermore, we decided that this information would be provided to researchers, instructors, program managers, and instructional or assessment designers in a "What Works" format, that is, What Works in Distance Learning. We adopted many of the conventions of What Works: Research About Teaching and Learning (U.S. Department of Education, 1986, 1987). Our goal for nonresearchers was to translate the research findings into clear and comprehensible statements that we think can help users to guide their practice. For both researchers and nonresearchers, the references cited for each finding provide an avenue to seek additional information. The guidelines are documented in O'Neil (2005).

How are administration and management practices affected by these motivations? How should universities address the difficult administrative questions raised by distance learning? This book explores explicit motivations, focusing on access and a belief in the pedagogical advantages of this approach to higher education. The survey reveals that top university and continuing education administrators are more than twice as likely to lead the implementation push than individual faculty. The study also found that the core of distance learning is administratively housed in self-supporting continuing education units, and that the majority of respondents pay full-time faculty under a regular load arrangement for these courses--with no additional stipend for course development. Controversial findings involving issues of intellectual property and the different attitudes of community colleges and doctoral degree-granting institutions toward distance learning are also covered.
