The detection and destruction of Time-Critical Targets (TCTs) has been a challenge for our military. NAVAIR has investigated a future time-critical strike (TCS) architecture and concept of operations (CONOPS) in order to explore the effectiveness of high-speed weapons against TCTs. NAVAIR has implemented an architecture and CONOPS in a simulation model. This thesis extends NAVAIR's work by developing flexible models and exploring the effects that alternative CONOPS may have on high-speed weapon requirements and system performance against TCTs. The TCTs are a single wave of theater ballistic missile (TBM) transporter-erector-launchers (TELs) that appear over a short time interval and can saturate the command and control architectures considered. For the architecture and alternative CONOPS explored, it is difficult to improve upon the performance of the baseline TCS system developed of NAVAIR.

The premise of this thesis is that a kill chain analysis can be used to ascertain survivability probabilities that can be used to analyze ship vulnerabilities to the anti-ship cruise missile (ASCM) problem. Using the kill chain framework, two approaches are examined. The kill chain, as perceived by the eyes and sensors of the ASCM, are used for the analysis. From this perspective, the ASCM encounters the formidable layered defense of a target ship to include hard kill and soft kill measures. The first analysis uses a time line framework to calculate potential engagements and from this, compute the likely probability of success. The second approach uses decision tree software to analyze a single ASCM vs. target ship surface to air missile encounter using a Monte Carlo simulation with derived probabilities of success and failure. This paper looks at eighteen ASCMs available in the world today and examines their probability of success against a generic ship that has a defensive suite similar to the current Arleigh Burke class destroyers. A key finding was that for ASCMs to be successful, they should fly lower and faster and incorporate soft kill measures. Hence, future ship builders need to be prepared to counter more sophisticated threats when designing warships.

"The United States Air Force Chief of Staff and senior airpower leaders are continually striving to shorten the kill chain for destruction of emerging, time-sensitive enemy targets. Recent operations have revealed remotely operated aircraft are providing the flexibility, persistence and lethality to achieve astonishing results in this endeavor. As the MQ-1 Predator unmanned aerial vehicle evolved and transitioned from a purely reconnaissance and surveillance role to an armed reconnaissance role, Airmen recognized the need for a more robust armed "recce" capability on the modern battlefield. Thus, the United States Air Force developed and refined requirements for the MQ-9 (Predator B) "Hunter-Killer" remotely operated aircraft system. The research methodology investigates whether armed reconnaissance capabilities provided by the MQ-9 will provide significant strides toward resolving a challenging problem, the interdiction and destruction of emerging time-sensitive enemy targets. It discusses effective capabilities and systems the Hunter-Killer will employ to improve the speed and lethality of the find-fix-track-target-engage-assess (F2T2EA) process. Also included is a brief discussion of the Hunter-Killer's potential secondary roles of close air support, combat search and rescue, and suppression of enemy air defenses. A comprehensive system description, as well as an assessment of the strengths and limitations of the Hunter-Killer system reveals it will be more than just a "niche" player."--Abstract.

When groups of platforms, sensors, and weapons are able to communicate with each other in real-time, they form a network. Modern warfare increasingly involves network-centric operations, the military strategy that seeks to translate informational advantages gained through the cooperation of all platforms in the network into increased overall mission effectiveness. For this thesis, the Time-to-Kill is our metric to quantify mission effectiveness because a given time-sensitive target is vulnerable to attack only for a very short time. This thesis develops an optimizing heuristic kill chain assessment tool, "KCAT," that (a) rapidly identifies capability gaps and (b) generates guaranteed feasible schedules that minimize the time-to-kill for a given air-to-ground strike scenario. KCAT allows warfare analysts, budget programmers, and mission planners to quantitatively examine the value of network-centric warfare in time-sensitive targeting scenarios. In addition to optimizing existing platform and weapon network effectiveness, KCAT allows experimentation with future concepts and capabilities that are important for informing procurement and training decisions.
