The Comm. investigated a highly publicized judicial corruption scandal involving millions of dollars in alleged payoffs to two judges, and rights violations of thousands of juvenile defendants in the county juvenile court. All branches of PA gov¿t. agreed to undertake a non-criminal invest. to determine the causes of the breakdown of Luzerne County¿s JJ system and to propose remedies. The Comm. held 11 days of hearings and received testimony from 68 witnesses. This report provides a comprehensive account of what occurred in the courtrooms of Luzerne County and includes recommendations that will help prevent it from happening in any other county.
